At the beginning of the 1970s, Linz was still a veritable steam locomotive Eldorado with locomotives from the classes 50, 52, 77 and 93. Apart from the main or partly-overhauled engines, the locomotives tended to look rather dishevelled, being rusty and dirty. A group of young men - who later went on to found the Austrian Society for Railway History “Österreichische Gesellschaft für Eisenbahngeschichte” (ÖGEG) - began to overhaul the appearance of individual steam locomotives. One particularly colourful model was the 77.66. It received a “state railway livery”. The boiler was black, the water tanks and driver’s cab were green, the wheels were red and the wheel tyres and boiler rings glossy. In fact, this livery had never existed either on old Austrian locomotives or on locomotives from the time of the First Republic, but the young men liked it and soon railway enthusiasts and photographers began to take notice of the showpieces travelling along non-electrified routes in Upper Austria

From the year 1928 onwards, a total of 520 class 64 locomotives were put into service. The locomotives, which could go up to a speed of 90 km/h, were built based on the construction principle of standard steam locomotives, which facilitated the supply of spare parts. These locomotives were mainly operated on branch lines and for the transport of passenger trains or light goods trains. At the time computer numbers were introduced on 1st January 1968, there were still 52 locomotives in German Federal Railways fleet. In contrast to the DR locomotives, which were mainly used in the northern lowlands, the 64s used on the Federal Railways were exclusively operated south of the Main line after 30th April 1966, when the 64 446 was transferred from the Hamburg-Rothenburgsort depot to the Plattling depot.

Due to the increased weight of trains in high-speed transport, the most influential Austrian steam locomotive designer Ing. Dr. h.c. Karl Gölsdorf, developed in 1906 a new express locomotive with a 1'C2' wheel arrangement. This, compared to the Pacific type popular in many countries, was an "inverted" axle arrangement, allowing for a large standing boiler and a wide grate.
