The Bavarian GTL4/4 was used as the basis, which was built until 1928 as class 98.8-9. The boiler and engine were carried over largely unchanged, but the chassis was extended to a trailed axle. This allowed for more storage than the old GTL4/4 and a 5km/h higher top speed. A total of 45 locomotives of the 98.10 series were produced between 1929 and 1933. The supplier of all locomotives was Krauss in Munich. Most notably, a water purifier was built into the first 33 locomotives, but it broke down and was later removed.
